Abstract
The results of the analysis of psychological problem of the education system readiness for the inclusion process implementation are considered in this paper. Within the formation of the inclusive education environment, the author is particularly sympathetic toward the understanding of inclusive education as a specially organized interaction of teachers and individuals with special needs and normative development level. Inclusive education is a systematic process of well-organized interaction between all participants of the educational process. The theoretical approaches to the problems of education of individuals having special educational needs, based on equality are summarized in this paper. It is concerned with the possibility of implementation of the right to education in typical educational institution, opened for education of individuals with physical, intellectual, social, emotional, linguistic or other features. The author emphasizes that the primary problem in creating the inclusive educational environment at present is the professional training of teachers focused on the work with individuals who have special educational needs
